The image of all or nothing may be false pessimism based on sensationalism. Say, what if terrorists or a rogue state used such devices? Hardly a scenario of universal annihilation and this sort of thing may be useful to many people in that case. Lot of factors are involved, before you just condemn the whole concept. Plus, like he says, it can be a tornado shelter too, an obviously more likely threat and requiring the same sort of protection for the family, at least in the short term. So if you had a fallout shelter 500 miles from where one went off, you were protected and setting pretty. The thing was that we had plenty of air defense against enemy bombers and expected that few if any would get thru to attack their targets. Probably when the main threat was enemy bombers, not ICBMs. NO, it would have seemed a plausible measure at that time.
